Geneva Agreements on Afghan political settlement
These were initiated in June 1982 and were signed on 14 April 1988, as a result of indirect negotiations between Afghanistan and Pakistan through the mediation of the personal representative of the UN Secretary-General. The Agreements include the bilateral agreement which states the principles of non-interference and non-intervention in mutual relations; provides for the voluntary return of refugees; the international guarantees signed by representatives of the USSR and the United States; the agreement on the withdrawal of Soviet troops from Afghanistan, which was signed by Afghanistan and Pakistan and was countersigned by the guarantors, the USSR and the United States. In addition to the latter, a Memorandum of Understanding was adopted relating to the modalities and logistics for the work of the UN Goodwill Mission in Afghanistan and Pakistan. The Geneva Agreements came into effect on 15 May 1988.
