The Heavy Mechanical Complex is Pakistan's leading engineering enterprise and forms a unit of the State Engineering Corporation, a holding corporation under the Ministry of Production. The engineering and manufacturing complex comprises two main production units: Mechanical Works, Foundry and Forge Works. Mechanical Works began commercial production in 1971 and Foundry and Forge Works started commercial production in 1978. The major facilities of this integrated complex include design and engineering, fabrication, machine shops, steel foundry, forging, heat treatment, pattern shop, galvanising shop, assembly and tool room and a comprehensive quality assurance set-up in addition to other infrastructure facilities. HMC is manufacturing cement plants, sugar plants, chemical petro-chemical plants, oil and gas processing plants, industrial steam boilers, thermal and hydel power plants, road construction machinery, railway equipment, overhead travelling cranes, chassis for trucks/buses, and general steel structures. The capacity of this complex is however, still underutilized.
